The Clinton Foundation HIV/AIDS Initiative (CHAI) works with partner governments in more than sixty countries to help bring effective, high-quality HIV treatment and care to people living with HIV worldwide.

CHAI is seeking a highly motivated individual to fill the position of Laboratory Program Officer based in Papua. The Laboratory Program Officer provides high-quality technical support and programmatic assistance to the public health care laboratories to enable greater numbers of patients to access HIV testing and laboratory support for ART treatment and monitoring. The Lab Program Officer will be responsible for assisting clinics and laboratories in implementing improved laboratory systems and referral networks according to policies and guidelines of the Government of Indonesia S/he will assist CHAI and MOH collaborative laboratory programs as needed with assessments, training, system design, problem solving, trouble-shooting and quality monitoring for selected laboratories in Papua and Papua Barat provinces.

Experience in managing laboratories, developing and monitoring the efficiency of referral networks, laboratory best practices, technical knowledge and experience of HIV testing, CD4 counting, screening of opportunistic infections and PCR applications are definitely preferred.

Terms of Reference – Laboratory Program Officer, Papua Post Date: 03 Jul 09

I. Responsibilities:
  • Support the implementation of MOH guidelines for HIV diagnostic testing
  • Knowledge of DBS, PCR and ART monitoring testing (CD4, viral load etc.)
  • Identify bottlenecks in laboratory systems through comprehensive quantitative and qualitative analysis
  • Work with sites to design solutions that improve lab management, patient flow, information systems, reporting, availability of commodities and quality management
  • Identify opportunities for training and skills reinforcement and facilitate as needed
  • The Laboratory Program Officer will work with the CHAI Indonesia office lab team and consult the CHAI Regional Laboratory Specialist for all technical issues, and for administration and HR issues, will report to the CHAI Papua Program Director and Indonesia Deputy Country Director. The LPO will be based in Jayapura but will be expected to travel for extended periods of time to additional sites within Papua and Papua Barat.
II. Successful Candidates must posses the following professional skills/qualifications:
  • Indonesian citizen with Diploma and 3 to 5 years laboratory management experience is preferred
  • TOT qualification is a plus but not essential.
  • Strong knowledge of laboratory systems, practices, Indonesian MOH guidelines and regulations and international best practice for lab systems and on laboratory related issues.
  • Demonstrated analytical and quantitative skills, attention to detail and presentation skills.
  • Used to working in teams and punctual in responding to communications.
  • Innovative and proactive approach to problem solving; should have a systems-building perspective
  • Interest and prior exposure to public health a plus
  • Excellent communication skills: verbal, written, listening, presentation.
  • Effective time management and prioritization skills.
  • Proficiency in English; ability to translate materials from English into Bahasa Indonesia and vice versa is a plus
  • Proficiency in working with PowerPoint, Excel, Word, etc.

  • Use of referral networks for tests not available on site

  • Improved participation in provincial EQA schemes with good result
  • Improved recording and reporting practices
  • Reduced stock-outs and expiries of laboratory commodities
  • Accurate, timely and professional presentation of communications and information submitted and/or completed.
  • Strong relationships with site-level labs as well as district and provincial health authorities
